Garry P. Bousum
Finance and Business Services
Garry Bousum has been with the Monterey County Office of Education since 1980. Mr. Bousum is responsible for the operation of the Finance and Business Services Division. He has worked in various capacities starting as an Account Clerk, then Accountant, Accounting Supervisor, Business Assistant, Director of Internal Services, Director of Fiscal Services, Assistant Superintendent, and his current position as Associate Superintendent.
He spent one year as Accounting Supervisor at North Monterey County Unified School District and two years as Business Manager at the Alisal Union School District.
His education includes course work at Indiana Vocational Technical College, Penn State University, Hartnell College, and University of Phoenix, leading up to a degree in Business Management.
As Associate Superintendent, Mr. Bousum requires excellence from Division staff in the services provided to school districts and the Monterey County Office of Education departments.

Senior Executive Director of Finance
Colleen Stanley joined the Monterey County Office of Education in November 2012 as the Executive Director of Finance in the Finance and Business Services Division. She is responsible for planning, organizing, controlling and directing operations and activities of the internal and external fiscal operations of the Business Service Department in support of business services functions of MCOE and school districts. She possesses more than 25 years experience in school budget, payroll, facilities and technology functions.
Prior to joining MCOE, Stanley served for 12 years as Assistant Superintendent, Deputy Superintendent and Special Projects Coordinator for the Mono County Office of Education.
Stanley holds a Bachelor’s Degree in Business Administration from the University of La Verne , where she graduated Magna Cum Laude, as well as a Masters of Business Administration Degree from the same university.

Dawn Tovey joined Monterey County Office of Education in 2003. She has over 30 years of California School Business experience which ranges from Account Clerk, Account Technician, Accountant, Budget Accountant, Fiscal Officer, Internal Supervisor and Controller. She is a graduate from Liberty University with a Bachelor of Science Degree in Business Management. In her current role as the Director II of Internal Business Services and Special Education Finance for Monterey County Office of Education, she is responsible for providing budgetary, fiscal and accounting services to MCOE departments as well as detailed financial analysis to Special Education.

Karen Hennessy is a graduate from the USC/SSC School Business Management Certificate Program. She has over 25 years of California School Business experience, which ranges from Account Clerk III, Budget Analyst, Controller, Senior Auditor and Fiscal Services Director. In her current role as the Director of District Advisory Services she is responsible for providing fiscal oversight, AB 1200 review, advisory, financial, auditing and accounting services to the 24 school districts, 10 charter schools, two community colleges and four Joint Powers Agencies within the County of Monterey. In addition, she recently was instrumental in the successful implementation of the Escape financial system throughout Monterey County and continues to oversee and support the Escape Business System Support Team.

Roseanna Guerrero Director, Payroll & Purchasing
Director Payroll & Purchasing
Roseanna Guerrero joined the Monterey County Office of Education in August 2016 as the Director of Payroll & Purchasing. She is responsible to ensure that MCOE provides oversight, advisory and payroll services for 24 school districts and other agencies within the County. This includes the areas of State and federal tax compliance, retirement reporting and a variety of services related to payroll for school districts and MCOE. Additionally, she is responsible for oversight of MCOE bids and contract review processes.
Prior to MCOE, Roseanna worked for Sylvan Learning Center and most recently, the California State Board of Equalization as a Tax Auditor.
Roseanna is a product of Monterey County school systems. She holds a Bachelor’s Degree in Business Administration with a concentration in Accounting from California State University Monterey Bay, where she graduated Cum Laude with Distinctions.
