Monterey County migrant students living within school district attendance boundaries receive Migrant Education Program (MEP) services through the district’s Migrant Education Program.  District MEP services are funded and administered in two ways:

Reimbursement Districts 

Districts with relatively large numbers of migrant students typically apply to the Monterey County Office of Education (MCOE) for MEP grant funds and administer their own MEP locally, as proposed in annually completed district service agreement (DSA) application.  These are known as “reimbursement districts” because MCOE reimburses approved Migrant Education expenditures to the district on a monthly basis.  Monterey County school districts operating under the MEP reimbursement district model (and enrolled K-12 migrant 2008-09 student counts) include:

• Gonzales Unified 
• North Monterey County Unified 
• Salinas City Elementary
• Salinas Union High
• Soledad Unified

The MCOE Migrant program provides ongoing monitoring and technical assistance to reimbursement districts.

Direct Service Districts

The remaining districts with migrant students have Migrant Education programs administered directly by the MCOE, Migrant Education Program (California Region XVI).  These “Direct Service” districts do not apply to MCOE for MEP funding and typically (but not always) have a relatively small number of migrant students residing in their service areas.  Monterey County school districts operating under the MEP direct service model (and K-12 migrant 2008-09 student counts) include:

K-12 Migrant Services

The Migrant Education service mission for all Monterey County migrant students (regardless of funding model) is twofold:

1. Advocate to ensure highly mobile migrant students have equal access to the same district educational and support services offered to all students
2. Provide supplemental educational and support services to help migrant students achieve the same academic standards expected of all students 

MEP supplemental academic services are, by law, provided only to eligible migrant students.  They intend to support the district core curriculum and provide needed remediation when individual assessments reveal academic gaps.  Services are typically planned by certificated migrant resource teachers, focusing primarily on the English language arts, English language development, mathematics and enrichment experiences linked to core academic content.

Supplemental MEP academic services offered by districts across Monterey County include:

• Annual academic needs assessments and individual learning plans (ILP)
• Regular day “push-in/pull-out” tutoring
• After school extended-day programming
• Saturday academies
• Winter and/or spring break academies
• Summer School programming
• Continuous Learning Packet Programs (with instructional follow-up)
• High school CAHSEE support and credit accrual programs
• Binational teacher academic and cultural enrichment support in summer programs  

Supplemental MEP support services offered by districts intend to overcome obstacles that would otherwise interfere with academic success.  Such services include transportation when needed and health screenings/referrals (see Health Services).

The Migrant Education Program also provides educational and health services to pre-school age and out-of school youth (see School Readiness/MEES and Out of School Youth (OSY).  In addition, the MEP provides a variety of services targeting parents of migrant students that center on the education of their children.  District-level parent activities include Parent Advisory Council (PAC) meetings, Coffee Klatch gatherings and Parenting Education Institutes (see Parent Involvement/Training).
