Dr. Nancy Kotowski

Monterey County Superintendent of Schools


Dr. Nancy Kotowski was elected as Monterey County Superintendent of Schools in 2007 and is now serving her third term of office.

Dr. Kotowski earned her Ph.D. from the University of Southern California, her Master's degree from Northwestern University and a Bachelor of Science degree from the University of Dayton. 

While serving as an U.S. Peace Corps volunteer in Cameroon, Africa, she was recognized as a Volunteer of the Year for her development work in education. She was named "Champion of Public Education and Students of California" in 2010 by the California County Superintendents Educational Services Association. Dr. Kotowski was recently honored with the 2013 Public Servant of the Year Award from the Monterey Peninsula Chamber of Commerce.

Deputy Superintendent


The Deputy Superintendent is the leader responsible for overseeing and aligning critical county office administrative functions, processes and special projects that engage multiple divisions. The Deputy Superintendent serves as a representative of the Superintendent and MCOE in collaborating with business leaders, community leaders, and other education entities to develop partnerships that support students and MCOE.  In addition, the Deputy Superintendent and staff provide assistance to the Superintendent in providing leadership and vision to develop, achieve, and maintain the best possible education for Monterey County students.

The Deputy Superintendent directly oversees all division heads, assigned department directors, and the Deputy Superintendent's Senior Executive Assistant.

Jessica HullJessica Hull

Communications & Public Relations Officer


Jessica Hull joined the Monterey County Office of Education in October 2015 as Communications and Public Relations Officer, bringing to MCOE over ten years’ experience in social media, crisis management, community engagement, and media and public relations.

Jessica believes well-informed students, families and citizens are the greatest assets to a school system and focuses all communications to create dynamic, two-way conversations within communities. Before joining MCOE, Mrs. Hull worked as the Communications Director for the Poway Unified School District from 2013-2015 and Communications Specialist for the Tracy Unified School District from 2005-2013.

Jessica is an active member of both the California and National School Public Relations Associations and holds a bachelor’s degree in Communications, Emphasis in Print Journalism, from University of the Pacific in Stockton, California, and a Master’s degree in Journalism and Mass Communications from Point Park University in Pittsburgh, Pennsylvania.

Ginny BrownGinny Brown

Administrative Officer


Ginny Brown joined the Monterey County Office of Education in 2001 when she launched and coordinated the AmeriCorps, Monterey County United for Literacy program. In 2008, she became Administrative Officer to the County Superintendent of Schools. In this role, she leads the superintendent’s project initiatives, as well as manages the Countywide Spelling Bee and County Science and Engineering Fair. She also coordinates interdistrict and expulsion appeal hearings with districts and families, and collaborates with community partners to facilitate such programs as the Student Literary Days of the Pebble Beach Authors & Ideas Festival and Festival to Schools.

Prior to joining MCOE, Brown was advertising sales manager at The Salinas Californian; later served in the marketing division of The Monterey Herald for many years; and coordinated trade shows for Mercury Plastics and Westwind Farms.

Brown is a long-time community volunteer and has served on the boards of the United Way, American Heart Association, Cherry’s Jubilee, and the California International Airshow. She served on the marketing committee for the California Rodeo Salinas for over 20 years. She is a graduate of the University of Southern California with a Bachelor’s degree in Public Relations. She enjoys reading, traveling and wine tasting with her husband Richard. She has two grown children and is a proud grandmother to two grandsons. On weekends, she is often found canning with her friend Pam Dozier.  They are referred to as “Ginny & Pam, Pickles & Jam.”

Associate Superintendent of Business Services


Garry Bousum has been with the Monterey County Office of Education since 1980. Mr. Bousum is responsible for the operation of the Finance and Business Services Division. He has worked in various capacities starting as an Account Clerk, then Accountant, Accounting Supervisor, Business Assistant, Director of Internal Services, Director of Fiscal Services, Assistant Superintendent, and his current position as Associate Superintendent.

He spent one year as Accounting Supervisor at North Monterey County Unified School District and two years as Business Manager at the Alisal Union School District.

His education includes course work at Indiana Vocational Technical College, Penn State University, Hartnell College, and University of Phoenix, leading up to a degree in Business Management.

As Associate Superintendent, Mr. Bousum requires excellence from Division staff in the services provided to school districts and the Monterey County Office of Education departments.

Joshua JornJoshua Jorn

Chief Officer of General Services


Mr. Jorn has served as the Executive Director of General Services with MCOE since 2010, and in this capacity oversees maintenance, operations, transportation, mail service, warehousing, county wide safety, fleet management, and school facility planning and funding to ensure students and staff are housed in the best possible learning environments.

Mr. Jorn currently serves as a Chairperson to CSF (Californians for School Facilities), where he lobbies Federal involvement in California school infrastructure. He is an associate member of CASH (Coalition for Adequate School Housing), and serves as Vice Chair for CSFC (County School Facility Consortium), where he works to secure new school and modernization funding, as well as promoting change in the state facilities program.

In his new role as Chief Officer of General Services and Business Support, which began in August 2017, Mr. Jorn began development and implementation of contracts and form agreements for MCOE programs in coordination with Finance and Business. He works directly with our local educational agencies in the area of developer fees, developer studies and local bond review and implementation.

As a curriculum and instruction specialist, Ms. Lewis is passionate about creating equitable solutions for college and career readiness and developing academic pathways that foster student agency through a commitment to deeper learning competencies.

Ms. Lewis is dedicated to the growth of innovative school programs in order to accelerate student learning and cultivate systems of continuous improvement.

Chief Human Resources Officer


Leigh Butler joined the Monterey County Office of Education in 2014 as Executive Director of Human Resources and was named Chief Human Resources Officer in July, 2016.  Previously, Mrs. Butler held a variety of position with school districts in Monterey County demonstrating her ability to successfully develop, implement and manage new human resource systems and procedures. Leigh is known for her intuitiveness and personal attention to detail, fostering a positive workplace and establishing relationships of integrity and trust. She has extensive experience in all aspects of administration including business management, human resources, and operations management.

Mrs. Butler holds a master’s degree in Business Administration from Texas A&M University.  She completed her undergraduate work in Business Administration at California State University.

The Assistant Superintendent of Student Services is an innovative educational leader with a strong record of accomplishments as an advocate for students. This position is tasked with successfully implementing and developing programs to ensure student success.

Position is committed to serving the diverse student population of Monterey County as a strong advocate for the development of academic, college, and career plans for students and assisting students in graduating with relevant skills and knowledge required to compete in a 21st century global economy.

Dave Paulson

Dave Paulson

Chief Technology & Operations Officer


Coming to Monterey County of Education in December of 2012, Dave Paulson serves as Chief Technology and Operations Officer. As the head of Technology and Information Services, Paulson oversees the activities of the division’s five departments, covering everything from infrastructure to software development, including the Service Desk, educational technology, and the newly formed operations function, which is responsible for organizational documentation, project management and process improvement.    

He has more than 30 years of experience in technology and prior to coming to MCOE, he provided technology consulting services to K-12 educational agencies, as well as served more than eight years as Executive Director of Technology Services for the Alameda County Office of Education. He also served for seven years in the Fairfield-Suisun Unified School District, where he was responsible for the district’s technological transformation, including the design and implementation of one of the state’s first completely wireless Wide Area Networks.

Long an advocate of systems integration, Paulson is an accomplished leader whose present focus is on the productivity increases, improved efficiencies and cost savings that can be realized through Business Process Automation. He is a strong advocate for systems thinking and the disciplines associated with the advance of learning organizations and also a proponent of the use of IT management frameworks.

He is a former MCNI, MCNE, CCNA, and CCA who likes to keep his technical skills current. He served as an instructor in the CTO Mentor Project for its first seven cohorts, teaching both the Personnel and Organizational Management classes. He represents Monterey County on the TTSC subcommittee of CCSESA, was instrumental in the success of the EdData partnership, is a member of CoSN, and has been a CETPA member for over 20 years.
