About Purchasing Services
Purchasing Services is responsible for procuring materials, supplies, equipment, services, and construction for the Monterey County Office of Education (MCOE) through the solicitation of quotes and competitive bids. We ensure all purchasing activities comply with state and federal statutes, as well as local codes, Board Policies, and Administrative Regulations.
Our Mission
We support MCOE’s operations by ensuring the efficient and timely delivery of the goods and services needed by our school sites and departments.

Our Services

Bulk Purchasing: Conduct bulk purchases for elementary school districts with fewer than 2,500 ADA (Education Codes 38110–38112).

Bid & Contract Management: Develop, review, and administer bids, proposals, and contracts.

Request for Proposals (RFPs): Manage the full RFP process, including advertisement, receipt of sealed bids, evaluation of responses, preparation of award recommendations, and submission of required County Board agenda items.

Request for Quotes (RFQs): Solicit written quotes from vendors.
