Comprehensive School Safety Plan Verification
Per Education Code 32280, schools must adopt a Comprehensive School Safety Plan (CSSP) that meets the requirements of Education Code 32281-32289, and this plan must be LEA Board approved and updated by the School Site Council by March 1 of each year.
The Monterey County Office of Education must verify that safety plans have been completed for the current year, and that each plan contains the required elements as listed in Education Code 32281-32289.
Below are the verification forms that schools must complete and return to the Monterey County Office of Education on an annual basis.

School Safety and Emergency Resources
Overview of Safe Schools and Emergency Operations Planning
The Monterey County Office of Education (MCOE) provides leadership for the development of school emergency and safety plans through the Department of General Services.
The MCOE continues its efforts to coordinate a countywide effort to standardize procedures for crisis management and emergency response.
The County has adopted the training program know as (A.L.I.C.E) Alert, Lockdown, Inform, Counter, Evacuate to update our response mechanism for Active Shooter.
The Monterey County Office of Education and the Monterey County Sheriff's Office have established a School Safety Workgroup comprised of the County Office Of Emergency Services (OES) the County Emergency Communications Center, Local/Regional Fire, EMS, and Federal, State, and Local Law Enforcement agencies.
The group has developed goals and strategies to help enhance the safety of school sites throughout Monterey County such as:
- Potential partnerships for school resource officers
- Critical Incident training / preparedness
- Infrastructure security / hardening needs
- Surveillance Needs
- New Technology (smart CCTV, Shot Spotter, Emergency Alert Applications, etc.)
Comprehensive School Safety and Emergency Crisis Response Plans
Local Education Agencies (LEAs) in California are mandated under Education Code 32280 to develop a comprehensive school safety plan that is updated annually.
The components of a comprehensive school safety plan include district specific administrative regulations and policies tied to safety, specialized instructional programs that promote equity, health and human services, and a school site and district level emergency crisis response plan.
A school site and district level emergency crisis response plan must align with the Standardized Emergency Management System (SEMS) (as required by the Petris Bill, California Government Code Section 8607) as well as the National Incident Management System (NIMS), established in the wake of 9/11 as part of the Homeland Security Act of 2002 and subsequent Homeland Security Presidential Directive (HSPD 5).
SEMS and NIMS have five major components for addressing emergencies across all sectors.
- Incident Command System (ICS): The primary management system required of all agencies in the state of California.
- Mutual aid agreements: Established agreements between similar fire jurisdictions, city and county law enforcement agencies.
- Multiple agency coordination: Allows diverse organizations to work and communicate together effectively.
- Operational Areas: Establishes overall command and control for the incident.
- Satellite Linkages: Establishes priority communication systems.
Preparedness
As a result of lessons learned from school shootings, hurricanes, terrorist attacks, severe storms and other multi-hazards impacting schools, President Obama signed the Presidential Policy Directive 8 (PPD-8) in March of 2011, describing a uniform approach to developing school emergency operation plans aligned with all other national preparedness efforts.

Description of Services
General Services strives to maintain a physical environment that supports a clean and safe instructional program for staff, students, and all stakeholders of the Monterey County schools and programs. The department offers various in-service training opportunities that cover of heating and air conditioning, electrical, plumbing, painting, emergency power systems, custodial services, security and fire systems, and new green cleaning practices for our 24 school districts county-wide. Description of Services
The MCOE Transportation Department provides transportation to and from school for approximately two-hundred (200) Special Education Students living throughout Monterey County. The special needs students range in age from 3 to 22. Our Department also offers the following items as a support to our 24 school districts county-wide. Other services are available upon request.
- School Bus Driver Certified Training Course
School bus training is scheduled periodically throughout the year.- Course Objectives

- Help you as a driver to make the proper decision when a component malfunctions
- As a safe and professional driver you are prepared both mentally and physically to adjust your basic and advanced defensive driving skills.

- Our Transportation Department has transit and special needs buses available for MCOE departments and Districts to contract with on an as needed basis.
- The MCOE Transportation department will provide transportation based on the student’s school Calendar. Districts will pay their portion at the rate of $4.50 per mile for individual students riding an existing MCOE route.
- Districts and Programs will pay an annual rate of $102,000 for full-designed route.
- Districts will also pay the state approved Indirect Cost of 11.82%
