The Monterey County Office of Education provides leadership for the development of school emergency and safety plans through the Office of the Deputy Superintendent. MCOE continues its efforts to coordinate a countywide effort to standardize procedures for crisis management and emergency response. The County has adopted the Big Five training program that was designed by colleagues at the San Mateo County Office of Education in order to update our response mechanism for active shooter and mass violence attacks.

The Monterey County Office of Education and its Safe and Healthy Schools and Communities Coalition, alongside a steering committee comprised local Fire, EMS, and Federal, State, and Local Law Enforcement agencies, public service agencies, and community based organizations, has developed goals and strategies to help enhance the safety of school sites throughout Monterey County such as:

New Technology (smart CCTV, Shot Spotter, Emergency Alert Applications, etc.)

As a result of lessons learned from school shootings, hurricanes, terrorist attacks, severe storms and other multi-hazards impacting schools, President Obama signed the Presidential Policy Directive 8 (PPD-8) in March of 2011, describing a uniform approach to developing school emergency operation plans aligned with all other national preparedness efforts.

PPD-8 defines preparedness around five mission areas: Prevention, Protection, Mitigation, Response, and Recovery

During the 2022-2023 fiscal year, the Monterey County Office of Education emergency procedures will be updated to align with both State and Federal guidelines for School Emergency Operations.

Published by the Business and Administration Steering Committee (BASC) of the California County Superintendents’ Educational Services Association (CCSESA), the COE Emergency Recovery Guide seeks to inform county offices of education (COEs) as they help school districts prepare for recovery after a large-scale multiagency, multi-jurisdictional emergency. This guide is not an emergency response manual; rather, it is a guide for COE leaders to foster districts’ preparation before and recovery after a catastrophic event.

The Monterey County Emergency Operations Plan establishes the county's incident management organization that supports first responders, facilitates public information and interagency communication, and maintains continuity of government. Monterey County's Office of Emergency Services has developed hazard and function specific annexes to support implementation of the emergency operations plan, including a Family Assistance Center Plan.

Comprehensive School Safety and Emergency Crisis Response Plans

Local Education Agencies (LEAs) in California are mandated under Education Code 32280 to develop a comprehensive school safety plan that is updated annually.

The components of a comprehensive school safety plan include district specific administrative regulations and policies tied to safety, specialized instructional programs that promote equity, health and human services, and a school site and district level emergency crisis response plan.

A school site and district level emergency crisis response plan must align with the Standardized Emergency Management System (SEMS) (as required by the Petris Bill, California Government Code Section 8607) as well as the National Incident Management System (NIMS), established in the wake of 9/11 as part of the Homeland Security Act of 2002 and subsequent Homeland Security Presidential Directive (HSPD 5).

SEMS and NIMS have five major components for addressing emergencies across all sectors.

Incident Command System (ICS): The primary management system required of all agencies in the state of California.
Mutual aid agreements: Established agreements between similar fire jurisdictions, city and county law enforcement agencies.
Multiple agency coordination: Allows diverse organizations to work and communicate together effectively.
Operational Areas: Establishes overall command and control for the incident.
Satellite Linkages: Establishes priority communication systems.

Bay Area Training and Exercise Program (BATEP)

BATEP offers training and exercise opportunities, inclusive of community preparedness, supporting whole community partners throughout the Bay Area 12 county region in addressing natural and human-caused threats and hazards. To register for a training course or learn more, visit www.batep.org.

California Specialized Training Institute (CSTI)

CSTI delivers specialized training throughout California in the areas of emergency management, criminal justice and homeland security, hazardous materials, disaster mitigation, preparedness, response and recovery, and crisis communications. CSTI delivers training to state and local government agencies, tribal organizations, businesses, non-profit organizations, and numerous other organizations. FEMA Emergency Management Institute (EMI) School Program

EMI offers school officials courses supporting the implementation of NIMS as well as general courses aimed at building school emergency management capacity.

The following courses are required:

IS-200.b: ICS for Single Resources and Initial Action Incidents
IS-700.b: An Introduction to the National Incident Management System
IS-800.c: National Response Framework, an Introduction

IS-360: Preparing for Mass Casualty Incidents: A Guide for Schools, Higher Education, and Houses of Worship: Provides leading practices and resources to assist elementary and secondary schools, institutions of higher education, and houses of worship in developing emergency plans to prepare for, respond to, and recover from mass casualty incidents.
IS-362.a: Multi-Hazard Emergency Planning for Schools (on-line Independent Study Course): This course covers basic information about developing, implementing, and maintaining a school emergency operations plan (EOP). The goal of this course is to provide students with an understanding of the importance of schools having an EOP and basic information on how an EOP is developed, exercised, and maintained.
E361 and E364: Multi-hazard Emergency Planning for Schools courses are tailored to the unique planning and exercise needs of schools and school systems.
