The Monterey County SELPA provides a variety of publications and forms designed to support districts, educators, and families in understanding and implementing special education programs and services. These resources include guidance documents, procedural manuals, policy updates, and standardized forms that promote consistency and compliance across the county. All materials are regularly updated to reflect current regulations and best practices in special education.

SELPA Local Plan

The Monterey County SELPA Local Plan will be made available for public inspection in the SELPA office located at 901 Blanco Circle, West Campus Room 17, Salinas, CA 93901 during normal business hours.

General Information about the Special Education Local Plan Area: Local Plan, as required by the Individuals with Disabilities Act to meet the needs of students with disabilities for special education and related services, can be found on the CDE website.

SELPA Procedural Handbook

About SELPA Handbook

The SELPA Handbook is divided into two parts. Part I: Program Procedures serves as a practical guide for special educators and administrators on the processes for identification, referral, assessment, IEP development, and program placement. Part II: Administrative Policies and Procedures outlines the policies, procedures, and local agreements that ensure equitable and consistent program operation across the SELPA.

Legal citations from federal and state regulations are included where applicable. The handbook is reviewed annually and updated as needed. For questions not addressed in the handbook, contact your district’s special education administrator or a SELPA program specialist.
