The Compliance Office serves to provide organizational processes and technical assistance to districts and schools with the implementation of statewide legislative mandates and programs and as the county superintendents’ designee, the Compliance Coordinator/Administrator performs oversight and monitoring functions regarding the following programs/ legislation:

The County Superintendent ensures that any charter granted by the County Board contains adequate process and measures for holding the school accountable for fulfilling the terms of its charter.

For over 40 years Monterey County has provided Early Learning services to low-income children from diverse backgrounds. As a result, thousands have entered kindergarten on the first day of school ready to learn. Our comprehensive approach enables children to learn in an environment where their development progresses at their individualized pace, and includes the family as teachers.

Early Learning Program

Foster Youth Services (FYS) is a program offered by Monterey County Office of Education designed to serve the unique needs of children and youth placed in foster care. National and statewide research shows that a high percentage of children who are removed from their homes and placed in the foster care system experience both short and long term challenges in school. Traumatic histories of abuse and neglect compounded by frequent changes in foster care placements contribute to issues in the classroom and/or reduced academic achievement.

Foster Youth Services

The Monterey County Office of Education’s Homeless Children and Youth Services Program serves all Monterey County’s 24 school districts, 8 charter schools, MCOE’s alternative education programs, 14 state preschool programs, MCOE’s Head Start/Early Learning sites, our community colleges, and all shelters serving families and unaccompanied youth throughout Monterey County.

The mission of the Migrant Education Program, Region 16 is to ensure that all migrant students experience a high-quality education and improved way of life, providing direct student services that support migrant students achieve academic success, gain support of social and health services The program also ensures that Migrant Parents understand the educational system and have the capacity to be actively engaged in the education of their children at home and at school technical assistance and professional development to all educational professionals who work with Migrant Students. The Migrant Program also ensures that the delivery of services meets state and federal compliance by monitoring program effectiveness and appropriate use of migrant funds.
