District Advisory Services provides a wide array of support to school districts and other educational agencies in Monterey County. Working with school districts, community colleges, joint power agencies, we process, review and analyze financial information. The Department serves in an advisory capacity to assist and support agencies with general school business and financial operations.

The types of services and functions provided by the department include:

District Advisory and Services:

Reviews district reports under the authority of AB 1200:

  • Annual Budgets
  • Interim Reports
  • Unaudited Actuals
  • Report of Local Property Taxes
  • Public Disclosure of Collective Bargaining
  • Debt Issuance
  • Local Control Accountability Plan (LCAP) for compliance for State regulations

Collects and gathers financial data:

  • Reviews Average Daily Attendance (ADA) calculated and sent to CDE
  • Reviews and verifies CALPADS data
  • Calculates Local Control Funding Formula (LCFF) and submits to school districts - FCMAT website
  • Processes school district audit responses for submission to State Controller’s Office (SCO)
  • Calculates school district revenue limit for submission to CDE
  • Approves district budgets in the electronic financial system - Escape
  • Charter Schools review and support (Internal)

Escape Business System Support:

  • Provides ongoing training in budget, finance, payroll, and human resources
  • Coordinates Escape “help desk” support services
  • Facilitates user group meetings
  • Coordinates various other user support functions to assist local educational agencies, including webinars, user manuals and small group sessions

Professional Development:

  • Ongoing training on updates and changes is school finance
  • Financial year-end closing
  • 1099 Reporting Concepts
  • Student Attendance
  • Associated Student Body (ABS)

Auditing and Accounting Services:

Receives and distributes / allocates revenues from various public and private agencies:

  • Apportionments, grants, interests, property taxes, lottery, etc.
  • Completes and files receipt of property taxes, including successor agency tax increments, in accordance with State law
  • Completes and files Certification of Deposit on Deferred Maintenance Program in accordance with State law
  • Receives school districts’ monies to deposit daily to Monterey County Treasurer’s Office
  • Audits commercial warrants
  • Generates and coordinates 1099-MISC forms annually
  • Provides information regarding State and federal reporting requirements
