Colleen StanleyColleen Stanley Ed.D.

Chief Business Official,
Finance and Business Services

Colleen Stanley joined the Monterey County Office of Education in November - 2012. As of June -2020, she is now the Chief Business Official of Finance in the Finance and Business Services Division. She is responsible for planning, organizing, controlling and directing operations and activities of the internal and external fiscal operations of the Business Service Department in support of business services functions of MCOE and school districts. She possesses more than 25 years experience in school budget, payroll, facilities and technology functions.

Prior to joining MCOE, Stanley served for 12 years as Assistant Superintendent, Deputy Superintendent and Special Projects Coordinator for the Mono County Office of Education.

Stanley holds a Bachelor’s Degree in Business Administration from the University of La Verne , where she graduated Magna Cum Laude, as well as a Masters of Business Administration Degree from the same university.

Dawn Tovey

Dawn Tovey joined Monterey County Office of Education in 2003. She has over 30 years of California School Business experience which ranges from Account Clerk, Account Technician, Accountant, Budget Accountant, Fiscal Officer, Internal Supervisor and Controller. She is a graduate from Liberty University with a Bachelor of Science Degree in Business Management. In her current role as the Director II of Internal Business Services and Special Education Finance for Monterey County Office of Education, she is responsible for providing budgetary, fiscal and accounting services to MCOE departments as well as detailed financial analysis to Special Education.

Suzette Burns

Payroll Services

Suzette Burns joined the Monterey County Office of Education in 2006 as supervisor of Payroll Services. Four years later she was elevated to administrator of Business Services, where she is responsible for ensuring that the Monterey County Office of Education provides oversight, advisory and payroll services for 24 school districts and other clients within the county, specifically in the area of state and federal tax compliance, retirement reporting and a variety of services on issues relating to payroll for school districts and the County Office of Education.

Prior to MCOE, she spent more than 17 years working for the Diocese of Monterey in several accounting, bookkeeping, benefits and payroll capacities.
